(Lincoln City, Oregon) – One man, multiple criminal accusations, and a long run of chasing a suspect who was surfing Oregon coast waves to get away.
Police in Lincoln City had their hands full Tuesday, with a multi-agency law enforcement operation that culminated in the arrest of a Lincoln City man, all of which followed a tense three-hour standoff in Siletz Bay. It began in the adjacent Pacific Ocean on October 29, 2025, with the majority of it taking place in the waters of Lincoln City's bay.
This wasn't just your average getaway: he was running from the law by swimming in the ocean, possibly even on a surfboard, according to some reports.
There is video of part of it, although the surfboard aspect has not been confirmed. See video here.
The incident began the previous evening when the Lincoln City Police Department (LCPD) launched an investigation into multiple restraining order violations allegedly committed by 44-year-old Jaret Reynolds. Authorities developed probable cause to arrest Reynolds under Oregon’s mandatory arrest statutes.
When officers located Reynolds the following day, he fled into the churning ocean, and then the waters of Siletz Bay, leveraging his swimming skills to evade capture. Reynolds, who is currently on probation for violent offenses in Clatsop County, reportedly ignored repeated commands to surrender and challenged officers to enter the water to apprehend him.

The standoff drew a coordinated response from the Lincoln City Police Department, Lincoln County Sheriff’s Office, and Oregon State Police. Marine units, aerial drones, and K9 officers - identified as Sly and Nato - were also a part.
“During this ordeal it is important to note that members of these Departments took extreme care to ensure the safety of all personnel present, given the safety issues of trying to take a hostile suspect into custody in the Siletz Bay,” LCPD in a release. “Support was also provided by Newport Police Department, North Lincoln Fire Rescue, and Pacific West Ambulance.”
Video taken of the capture by Lincoln County's Pelirrojo Productions shows police moving around the edges of Siletz Bay and even getting swallowed by heavy surf. This was an unruly day on the Oregon coast, with a higher level of sneaker wave dangers.
After hours of negotiation and tactical maneuvering, Reynolds was safely brought ashore, restrained, and medically evaluated before being transported to jail on multiple charges.
At the very start of the video, you can see a helicopter in the distance as a beach-roving police vehicle skirts the bay. Then, you see what appears to be the suspect bobbing in the water, including waves and rough conditions surrounding him.
A boat of law enforcement officers enters the scene and is tossed about quite a bit by the surf. Lincoln City cops on the shore were also enveloped by waves. They were clearly in some danger.
Luckily, no one was injured.
Officials emphasized the complexity and danger of apprehending a hostile suspect in open water, noting that extraordinary precautions were taken to protect all personnel involved. The video shows just that.
