(Rockaway Beach, Oregon) – Full accessibility in Oregon tourism is still a bit of a dream away, though the state is trying harder than many.
And perhaps no region is concentrating on this more so than the coastline, where a variety of new accessible features are being implemented all the time.
Now, Rockaway Beach has reached a milestone in this. According to one group, it has become one of the first U.S. communities to finish a full accessibility audit of its short-term rental market, offering a new model for how coastal destinations can use accessibility to strengthen tourism and broaden economic opportunity.
The audit, conducted by Becoming rentABLE, reviewed 430 short-term rentals using the same process travelers with disabilities rely on when searching online. Evaluators examined listing photos, descriptions, amenities, and available accessibility details to determine how many rentals could meet baseline accessibility needs. See the city's site
Mayor Charles McNeilly said the project reflects the city’s long-standing identity as a welcoming coastal destination. “Our partnership with Becoming rentABLE demonstrates our commitment to ensuring this experience is accessible to everyone,” he said.

The audit identified 20 properties that appear to meet baseline accessibility criteria and could qualify for Becoming rentABLE Verification after final confirmation. Another 66 rentals were found to be one modification away from meeting accessibility standards, and 83 more need additional information before their status can be determined.
Lorraine Woodward, CEO of Becoming rentABLE, said most communities lack clear data on accessible rentals. “Rockaway Beach decided to move beyond assumptions and gather real data,” she said. “Accessibility isn’t just about inclusion, it’s a significant economic opportunity.”
Woodward said nearly three-quarters of reviewed rentals had barriers that would prevent many travelers with mobility disabilities from accessing the property. However, the report notes that Rockaway Beach could expand its accessible inventory without adding new rentals or issuing new permits. Many barriers - such as steps at entrances, gravel parking areas, limited photos, or missing accessibility details - could be addressed through rather modest improvements or clearer listing information.

City Manager Luke Shepard said the findings highlight both need and potential.
“There is significant unmet demand for accessible travel, and Rockaway Beach is uniquely positioned to lead in this area,” he said. He added that improving accessibility helps local property owners reach a growing tourism segment while strengthening the city’s economic resilience.
Accessible travel is one of the largest underserved markets in tourism, said Woodward in a press release, affecting travelers with disabilities, older adults, multigenerational families, and others who rely on accurate accessibility information. When destinations ca clearly identify accessible options, they can increase overnight stays and visitor spending, he said.
City Councilor Mary McGinnis said the project aligns with community values in general.
The report concludes Rockaway Beach could potentially double its accessible rental inventory through education, improved listings, and targeted property upgrades. Woodward said the project offers a roadmap for other communities.
“This demonstrates what is possible when a community takes a proactive approach to accessibility,” she said.
The audit was completed in partnership with the City of Rockaway Beach as part of ongoing efforts to strengthen tourism and improve visitor experiences along Oregon’s north coast.
